How the programme was determined

When the earthquake struck, like people from Uttarakhand and elsewhere in the country, we also resolved to assist the earthquake victims by undertaking a survey and for this work, seeking the assistance of and establishing contact with sensitive people. Until the 10th of April, we carried out relief work at our own level and then for two weeks we helped the affected villages of Tehri Garhwal, such as Chaura, Bhatwari and Malyakot, by reconstructing their houses with tin sheets through self-help. In this way the work of Samvedna earthquake relief was initiated immediately. In this process, it became clear that the earthquake-affected villages which were far away from roads required urgent long-term assistance. Relief materials and those extending relief which commenced like a flood had begun to decline into as trickle and, therefore, the need for long-term assistance was felt and thus Samvedna came to be formerly established. All the committed volunteers assembled on April 23, 1999 at the Parvatiya Nav Jeevan Mandal at Silyara under the Chairmanship of Shri Trepan Singh Chauhan of the "Chetna Andolan", and along with the establishment of Samvedna, the relief work done was reviewed and future course of action was determined. At this meeting the following decisions were taken:

Under one of the programmes, Samvedna will carry out relief work in the earthquake-affected areas jointly with concerned and sensitive friends and institutions.

For relief work there will be an organising committee, and a convener, and a group of members.

Various friends of these members are extending assistance with full devotion. The organising committee and its members will for the next one year work in close collaboration and on a priority basis.

For the expenses of the programme, especially in respect to organising camps and providing food for volunteers, the organising committee and its various members will make an appeal for donations. The volunteers who are unable to make contributions will receive financial assistance.

On the 15th of every month the organising committee will hold a meeting in which the progress of the programme and future action programme will be decided.

An account operated with the joint signatures of Shri Devendra Bahuguna and Shri Ram Lal will be opened. However, supporting members can receive support for themselves also.

Immediately after the meeting, a relief programme for the extremely affected families in the Nailchami area of Tehri Garhwal District and Ukhimath Tehsil of Rudraprayag District will be carried out from 26/4/99 to 12/5/99. It has also been experienced that many sensitive persons who wish to contribute individually or organisationally do not have access to correct information or data to enable aid to reach the most needy families with the result that such aid often reaching the wrong people. This programme will enable those individuals and organisations an opportunity to contribute towards this programme.
